It seems to me that Ostrom’s 8th Principle can be just as easily said to call for “top down” as it does “bottom up” organization. The key to her idea is that there should be a hierarchical system that allows concerns at each relevant scope to be effectively addressed.

Stressing “bottom up” will tend to make it harder to justify the ability of the a “Hudson River Watershed” group to override local decisions made by the closer-to-bottom “Beacon Citizens.”
